Re-opening as per comment #4.

Is this an oversight in the spec algorithm? Results for `[1].splice(0).length == 0` in various engines:

* Chromium/V8: false
* WebKit/JSC: false
* Firefox/SpiderMonkey: false
* IE/Chakra: false

It seems like it would be better to match reality here. ljharb, did you file a spec bug?
