This is also in the ES5 spec. http://es5.github.io/#x15.4.4.12 step 7
I haven't filed a spec bug - although often, the spec will codify what
browsers already do, in both ES5 and ES6 this is the spec for "splice",
which means all implementations are not complying. Personally, I consider
this an implementation bug, but perhaps TC39 will disagree?
