New issue 3701 by [email protected]: Lost Splice Optimization.

On my Computer this fiddle, http://jsfiddle.net/636rg87w/3/, takes about 5
ms to run using V8 3.23.17.20 but 1000 ms to using 40.0.2214.6. Both are
the 64-bit version. I haven't tried to narrow down at all when the
performance diverges or if its just unique to the splice method or not.
I know this is bad code, and its much faster to create a new array with all
the elements, but the difference in performance between V8 versions was
surprising. Is this intended behavior?
