Re #6: I think this is fine.
It is easier to first convert to Utf8 and then prepare raw strings from cooked strings. Otherwise we will have to write special code that "raws" one-byte strings, two-byte strings and it is a maze of twisted passages, all alike. Re #7: (i am not sure what was "store raw + interpreted literals separately" thing)
