I can shed light on that. IIRC, the "this_has_uses" flag is set by
HydrogenGraphBuilder and then consumed the the LithiumChunkBuilder, it
is merely initialized here. Another beauty that is the grab-bag of
CompilationInfo. In short, this flag is specific to Crankshaft only.
