The opinions of people who don't complain only count if you poll them.

If the decision was made in favor of performance, then there is an implementation bug. Sorted and near sorted inputs are common. Moving data around when it doesn't need to be moved is not the high performance implementation. If we can't have a stable sort, let's at least make sure that we don't gain performance if we modify the algorithm so that sort(sort(A)) == sort(A).
