We inherit Chromium's copy of ICU, which in particular contains icu.gyp. To
have ICU work like the rest of V8, Chromium would have to adopt compiler
detection similar to what V8 does in build/toolchain.gypi. I don't know if
they're willing to do that (AFAIK they generally don't like GYP-time
compiler detection).
