Comment #4 on issue 3106 by [email protected]: Build on ARM seems to be
broken - it adds "-m32" even if the compiler doesn't support it

chromium actually sets the -m32 flag in its own build/common.gypi, so I
wonder why we have the flag again in icu.gyp
Maybe we can just delete it there?
