That definitely seems possible, I wouldn't be surprised if that's what
chromium does.  I seem to remember there being some .js files it used; the
file I pointed you to is the C++ entry point for the proxy resolution via
PAC file in V8.  It's just been awhile since I was in there and I was more
interested in the Windows and Mac specific proxy resolvers than the V8 one.
