That still shouldn't affect GC times very much, which is the problem Trevor 
mentioned, unless the Local::New calls are in the weak callbacks themselves 
and being counted with GC time.  My patch attempts to fix an issue where 
handles assigned during weak callbacks were badly scoped, so it might 
improve GC times, but it also might not help at all if you don't happen to 
hit it.
