I'm presently involved in information gathering about diesel engines in light trucks because I'm talking myself into retiring my faithful Ford 460 gas guzzler in favor of a Cummins or Powerstroke.
 
Jim Dunnmyer recently made me aware of the Cummins website, www.cummins.com which is very useful.
 
Briefly, the exhaust brake restricts escape of spent exhaust gasses building up severe engine back pressure.  I think exhaust brakes are noisy because their design permits escape of some exhaust but not all.

I was somewhat aware that the diesels freewheel when coasting and know from experience that trucks with Jake Brakes make quite a racket when they are used ...Their use is banned on a number of nearby freeways... I would have thought blocking the exhaust would make the diesel quieter... can someone straighten my convoluted understanding of this brake system??  A URL would be sufficient, I think...
