Perhaps an instructional/promo video similar to what Jesamyn West did for the Ubuntu install in her Library would drum up some support, or convince those on the fence that Ubuntu isn't so bad.
I am in IT and I have yet to figure out WHAT would drive an IT department to move from XP to Vista across the board. I could see a few key computers going Vista, but not many. Maybe an old fashioned poster campaign... Or organizing a tutorial night or seminar on getting started with the Linux desktop system...
