I've checked with my friend, Josh Phillips (former Director of
Preservation Services, Preservation Maryland, currently part-time
Historic Preservation faculty at UVM):

Josh: "Erm...generally no."

Josh: "Chances are good that the money actually came from a private
source (Preservation Trust of Vermont (an NPO), which in turn is funded
by the Freeman Foundation). Generally state preservation funding of
church projects is limited to exterior rehab work with no religious
imagery. That might include non-figural or representational stained
glass windows. At least that's the case in Maryland."
