Somebody properly motivated to apply open-source-style management to an
education campaign would probably do very well.

There's no need for everybody to keep composing unique letters, for
instance.  That belongs in a wiki.  Addresses, bugs, time tracking.
It's a project and the tools to manage it are there.

There's then little reason it can't be easily replicated across multiple
states.
