I don't have any problem charging for the (non-profit) covering of
expenses, of course, but the deal-breaker for me for vtSDA is a) the
topics generally aren't interesting as a practicing developer and b) the
mid-week meeting time conflicts with work.

I'm not how "open"ness relates, though.

I think the more important thing with either is keeping it in use:
pruned, populated and used.

People can volunteer at any time, of course. :)  When I did regularly
call for meetings, it was usually of the form, "we should have a meeting
next month, if anyone wants to present on something, please speak up!" …
rarely did people do so.

I think we need someone who actively seeks out and solicits content from
others, at least until there's momentum and a critical mass of people
regularly volunteering content.
