I would like to do a Vassal module of Europe Engulfed but I can't
figure out how to get around the particular problem of ownership.
While certain sides are obvious sometimes neutrals can belong to one
or the other of the sides/nations playing. Since blocks are set up
with no information showing until they need to be revealed I can't
think of a way to set control for these neutrals so that their blocks
would be masked.
Am I missing something obvious I could do? If so feel free to let me
know.
