In some of the game modules I'm working on (The Gamer's OCS series) , the maps have "off map" holding boxes which basically can represent a base far away.  For instance, in Tunisia, the off map boxes represent German bases in Sicily.  Plane counters can fly to and from these off map boxes to real bases on the map.
  
  In the physical world, these off map holding boxes are represented on the edge of the physical map sheet, usually a big white square with the appropriate label.  The player moves their counters from the "real" places on the map, to these boxes.
  
  In the virtual world, we can do the same thing but its a drag scrolling all the way to the top of the map to find the white box when most of the action is at the bottom of the map.
  
  I'm wondering if there is a way to have some sort of "pop up" map which could contain these holding boxes and the player could transfer their counters from the main map to it (and vice versa) and then be able to hide the holding box map again so we could get back to the main action.  It seems having more than one map is feasible, but can counters move between them by dragging somehow?
  
  Any suggestions?
