Jim,

You don't have that fine a level of control at the moment. Deck's are 
'special', anything you drop on them gets stacked into the deck.

The options I have given above control the stacking behaviour of pieces not in 
Decks.

There is a request for enhancement to be able to specify what pieces are 
allowed to belong to specific Decks, but it has not been implemented yet.
