I think Tim answered this one?

The 'apply key command to cards that move' is only supposed to apply to "the 
card", that is the whole point. However, as Tim pointed out, you can use a 
Trigger Action on "the card" to fire off a Global Key command to affect any 
other cards/counters etc. that need to do something.
