The "Mouse-Over Stack Viewer" is a bit disceptive because it wants to
show information from the underlying map in addition to the pieces,
which is not obvious. As others have mentioned, you can eliminate it
by unchecking "display text?" in the mouse-over dialog box, which may
be found in the editor under a map. One might wonder though how this
option can be used to advantage.

In the dialog window, there are lines beneath "display text?" that
control what is show in summary, and the default I believe is to show
the location name above the pieces. The location name is associated
with the map and not the pieces on the map. If the map does not have
defined locations, then it uses the location name "offboard."

How does one define map locations? Through grids and zones. In the
editor, under a map there is a board, and beneath that one can define
grids and zones. If you use a zone or irregular grid, you can give
names to spots on the map. For example, in Rommel in the Desert, I
used zones to name the seas ("sea") and an out-of-play border
("tray"). Using an irregular grid, I defined cities and towns by name
across the entire map. This means the fields "$location$" or
"$locationName$" have meaning in vassal. I can now set the module to
report movements from location to location, and reports in the chat
window will say things like "british unit moves from Bardia to
Tobruk." This works because I linked the names Bardia and Trobruk to
pixel locations on the map.

In the mouse-over stack viewer, I enabled "display text", and I made
sure that "Summary text above pieces" was set to "$LocationName$".
Then in the game when I hold my cursor over a stack of units at
Tobruk, the summary text above the stack view will say "Tobruk"
instead of "offboard." This is really handy if you need to know where
the units are. (Actually, I made the text for Tobruk say "Tobruk (5)"
so by holding the cursor over the spot, I see the city name and its
port capacity in the summary.)

One more tip. If in the mouse-over dialog window, you set "Text for
empty location" to "$LocationName$" AND you set "Display when at least
this many pieces will be included" to 0, then when you move your
cursor over an unoccupied city, it will show you the summary text by
itself. For example, if I move the cursor over an unoccupied Tobruk
(fat chance for that), it will show "Tobruk (5)" in a little popup
window that looks like a tooltip.
