I don't so much want the spaces to automatically show a control marker
just be able to right-click the space and drop the marker w/o having
to drag it from a counter panel.

in FtP Southern states have a certain number of spaces and once the
Union has enough he controls the state.  it would be neat if once that
happens, the state control marker automatically popped up.  but it
isn't vital.
