Anyone can edit a public module - there is no way to deactivate the edit mode in the vassalengine, I am aware of.
If your module works fine and a player then goes into the edit mode and changes things after you release it, I don't see why this would bother you - it is not your fault if they mess it up is it - they do so at their own risk The only protection for vassal modules that I am aware of are those incorporated into professional modules such as those made by Mark Walker and Dan Verssen. The problem in this module, is that I've used too much Layers which are activated and desactivated with the same Keys, just to show differents images depending of the moment. If some person edits this pieces and access to this layers, they appears again as unactived, so when you try to play a game the will not work properly.
