Ignore that part about the .bat file, follow these instructions:

The map sometime flashes onscreen & then disappears. Other times it never 
appears at all.

This is a symptom of Java running out of ‘heap’ memory on your system. 

Here’s how to change the amount of memory allocated on XP when using Java 
Webstart to start VASSAL: 

1. Right click on the VASSAL shortcut you have on your desktop and select 
"propteries". The target line should look something like: 
C:\WINNT\system32\javaws.exe -offline "C:\Documents and 
Settings\Administrator\Application 
Data\Sun\Java\Deployment\cache\javaws\http\Dwww.vassalengine.org\P80\DMws\AMvassal.jnlp"

2. Now go and find the AMvassal.jnlp file it is pointing to and edit it 
(notepad is fine). It will contain a bucnh of XML, part of which will look 
like: 
<j2se version="1.4+" max-heap-size="256m"/>

Change the “256m” to “512m” (or more), save the file and try again
