Thanks, Rodney. In fact, I had to uninstall VASSAL, delete all the
files and folders, and re-install. I was confused by the limited
number of files that it installed, and it appeared that it was some
form of the Web start, rather than a free-standing installation. I was
really confused because it didn't create the folders to which I was
accustomed (modules, games, scenarios, etc.)

When I run the installer, it asks if I want to install 2.9, 2.8, etc.
When I select 2.9, it installs 2.9.9 automatically, right?

Will the new installer work on a machine not connected to the
Internet? Or does it need to pull files from vassalengine.org.

Why I had to re-install: the CC:E module went berserk. The button to
open the Russian hand of cards, and the button to open the Dead pieces
window both stopped working. I tried quitting and restarting, I tried
shutting down and rebooting, nothing worked. I have a nagging
suspicion that those two windows somehow got minimized to invisibility
or permanently stuck behind something, but I can't prove it.

So the
