I just tried this using Vassal 3.0.12 and Tunisia 2.9 on my Mac.
Java 1.5.
It started up, appeared to hang, but then eventually did display the
map. The map is quite large and seems to be scanned map, so
displaying the map (and zooming it) took a long time. You may just
need to wait a bit for the machine to catch up. Unfortunately, there
isn't really any user feedback while all of this is happening, so
that does make one wonder if things are proceeding or hanging.
Now, I did notice a problem with the Supply counters in Tunisia 2.9,
namely that the layers for different values didn't seem to be
properly defined.

You might want to try 1.5, since that is the target version.
Theoretically 1.6 should also work, but 1.5 would be a safer choice.

Granted a Mac isn't Linux, but it does seem to run using the latest
version, although it is a bit slow to generate the initial display.
