I got some details about how we solved this (moving from Win virtual server
to Hyper-V so YMMV).  You may have already tried this...

We boot from the XP install CD and press enter at the first prompt to set
up windows
Press F8 to agree to the EULA
On the setup screen, press "R" to repair windows

Try this on a copy of your disk image please!
