As opposed to ´text files´ or documentation files, or source code.
That is, those are the actual program (software) files.

The extension pack, which adds RDP support and USB 2.0 support, etc.

Previously to v4.x Virtualbox was distributed in two ´editions´ a
purely GPL open source version (dubbed ´Virtualbox OSE´ -Open Source
Edition), and a ´freeware´ edition containing all features, but
lacking source code.

Starting with version 4.0, Oracle made ALL of Virtualbox open source,
eliminating the need for a separate "OSE" version, and moving all
remaining non-free (no source code) features to the ´extension pack´.
