What Dell tells you is correct: The Dell Windows CD installs a Dell OEM
version of Windows XP, which requires a "magic string" in the Dell BIOS to
activate.
Even if you manage to extract the OEM license number from your old machine,
you will won't be able to activate.

The idea is:
- Download "Windows XP Mode" from Microsoft's site, and extract the Windows
XP Mode VHD file.
- Create a new BIOS.BIN according to csmccarron's instructions (there are
other ways to do that as well).
- Install the BIOS.BIN to a new VM, using the VBoxManage setextradata
command here: https://www.virtualbox.org/ticket/15636
- Boot the XP Mode VHD.
NOTE: Windows XP Mode is only licensed to run as a VM on Windows 7 Pro,
Ultimate and Enterprise.
There is a chance that mucking about with the BIOS DMI info (see chapter
9.12 of the manual) may convince your existing OEM Windows disk to install,
but I have never tried that.
