Fixed. I recalled this morning that I'd had similar problems with Big Sur. The fix below, from Fernando Cassia <fcas...@gmail.com> (Thu, Nov 19, 2020 at 12:05 PM) worked for Monterey. (I had already given the permission in Step 2, so I did not need to do it again.)
