Well, I have the same Host OS settings, and on my system VBox is

To start use, alt+V (VM menu), T (sTart).

Tab works, just use up/down cursors in addition to tab to navigate via settings.

I could fully run Win2000 guest with keyboard, starting, browsing the
net, shut down, all via keyboard.

You must press right ctrl to lock your keys inside guest.
