This is an issue between you and cmd, not with vbox.

I don't agree with that.  If I need to do something special,
such as 'cd ...' to make VBoxManage work, that something
special ought to be mentioned in the VBoxManage reference.

As it is, a search of the UserManual for "program files"
returns only 2 hits, both related to Guest Additions:

4.2.1.1 Mounting the Additions ISO file

3. In the Virtual Disk Manager, press the “Add” button
   and browse your host file system for the
   VBoxGuestAdditions.iso file:

• On a Windows host, you can find this file in the VirtualBox
  installation directory (usually under
  C:\Program files\Sun\xVM VirtualBox).

and:

It's a considerable jump of inference from those to the
mostly unrelated question of "how to make VBoxManage
work".  I did look over the table of contents of "Starting
Out ..." and found nothing relevant.
