Yes, we use Sweet-Ease (sucrose) in ICN for the same reason (calming effect) 
with PICC insertion. They claim it works.

Last night I started a 6-week-old in ER.  They'd given her sucrose
which they claim calms babies (children?) and reduces pain.  She was calm, 
but also sick so we weren't sure which was the reason.  The MD claimed
this is a fairly common thing now.
