This sounds like something I done before! Providing this standby Server has "same name" and "same IP" and configured with the same OS and Same NetBackup version, then its simply a case of doing a restore of the Hot Catalog Backup!
Obviously the 2 servers cannot be on the network at the same time, but if SERVER1 dies and you reconfigure the standby server as SERVER1, IP, config, then it is a case of restore and you should be good to go.
