There's a set of instructions for getting the ports of free qt/pyqt running on windows at http://kscraft.sourceforge.net/convert_xhtml.php?doc=pyqt-windows-install.xhtml If someone has a Windows build environment set up, I'm pretty optimistic that a windows binary will be acheivable before (py)qt4. I've had problems getting the full build environment from the downloads avaliable at MSDN though - a proper copy of MS Visual C++ would be really useful (alternatively, using Cygwin might work).
