it may also be related to the peculiar scrolling behaviour in Windows in
general. You could try either WhizMouse
<http://antibody-software.com/web/software/software/wizmouse-makes-your-mouse-wheel-work-on-the-window-under-the-mouse/>or
KatMouse <http://ehiti.de/katmouse/>.
In Windows 10 it seems to be built in now:
