I think you would be right on target for some good summer steelie fishing. I'm not local to the area, and I don't really fish it, but I have been interested, like you are. Summer steelies in September are a fine time. As far as I am concerned, it is about the peak of the general summer steelie fishing, excluding specific rivers and their runs. And apparenently Bend is pretty far upstream in September, but if you don't mind travelling a bit north, they should be in the area, weather permitting. In your case, I would plan the details of the trip for later in the year. Another place to ponder is the Grand Ronde River in Northeastern Oregon - Southeastern Washington.
