That is my primary reason for getting the rotary vice in the first place.
Once you get used to it, you use the rotary to even apply the chenille and
other materials. This way you can make sure that they are going on tight to
the last wrap. I find it easier to apply hackle this way (BTW I almost
always strip off one side of the feather to make it sparse ) as you can just
unwrap a little if it gets caught in the fold of the previous wrap.
