In some cases, a paint or fingernail polish is used. Salmon flies in particular tend to have some really nicely done heads, which are then painted with a black, red, or other kind of paint that builds up. You could do the same thing with head cement, you just have to apply more coats than one. It'll eventually build up to a shiny surface.

Is that for photographic purposes only? Let's say the tier is tying 25 flies. Does that mean that all flies are tied THEN the epoxy is added? Or is there some sort of head cement that I am missing out on? The cement I use penetrates really well, locks the thread down tight - but does not achieve that glossy look.
Any insights to this?
