Tony, My daughter and I fished Cotter - just where you said. Had great luck! She caught/landed/released 4 really nice rainbows - 15-16 inch range.
On the other hand, I got spanked by a really nice brown trout. From the description of what he did, they tell me he "nosed down" into the gravel. Well, when he decided not to do that anymore, he took off like a scalded rabbit! I held him for a while but I had not changed my tippet from a 3 lb. test and I just couldn't hold him. WOW!
