Porcupine quills make really good light bite bobbers.  Especially the African ones, 
which are bigger.  Fishy of "Fishy's Flies," has an article about making floating 
flies using goose quills, which could probably be extended to Porcupine quills.  I 
forget which magazine it's in.

Basically you use about 1 to 1-1/2 inches of the pointy end of the quill; tie and glue 
it to the hook; paint on eyes; add tails, beards, whatever, and go fishing.  Use red 
thread, and wrap the head well.
