I'm not Bob, but I'll have a 'go' at it and see if Bob wants to clarify my attempt.

SPINNING DEER HAIR - you take a clump and hold it across the hook.  Take a loose loop of thread around it, then a second loop.  As you start tightening the thread, you let go of the clump of heair and rapidly wrap the thread tightly around the hook.  The hair clump flairs and spins around the hook with the thread, thus distributing the hair fairly evenly around the hook.  '

Some tyers recommend you take a loose loop around the clump of hair before you lay it on the hook, but I've never mastered that.

Have you ever been wrapping bead-chain eyes on the hook and can't get them to stay - they want to spin around the hook?  Same thing.

STACKING DEER HAIR - you take same clump and handle it the same way BUT DON'T LET GO OF IT.  The clump flairs the same way but stays where you put it.

Which is easier?  Most people think that stacking deer hair is easier.  Which does the better job?  Depends on the tyer and which technique he/she has mastered better.

Like so many things in tying, there are many ways to achieve the same results.
