The more I think about it, I believe that he had two necks out on the table while he was tying.
I think the wing was actually tied with white barbules from a stiff hackle.
I think that the red thread tied just before the brown hackle sure does give it a distintcive look.

So do I from a book signing some years back.
He tied it for me last year.  Best I can tell from looking at the fly is...Dry fly hook
Brown hackle fiber for the tail.  Krienik metalic for the body. ( I would use  red, white and blue.)
Wow!  I have some blue Krienik but no red or white.  I'll find something in my boxes to get those colors, no problem.
White wing , split and figure eighted. ( looks like a stiff hackle or real thin calf tail.)
Brown hackle wound around the back of the upright wings about four times and twice in front.  He used a bright red thread.
Mine looked like calf tail before the weed monster took it.  The blue was somewhat muted which does not match my Krienik.  Of well, let's have at it.  If the fish don't like it, I can always mail it to 1600 PA Avenue.
