I had 'gils in an aquarium in New Orleans for years.  They aren't tank-bound, so they will get big, too big, like my Pacus did.  To have fun, though, get a bunch of babies and raise them.  Big ones are very agressive because that's how they have survived.  Babies grow up more mellow.  Keep catfish to keep the tank clean.  A smallmouth or redeye bass is nice for diversity.  You shouldn't have any problems with the legalities.
 
In Wyoming, I had the 3 pacus in a 150 gallon tank until they outgrew it at 10lbs each.

     so what do you think about say 3 'gills, and a few cats??? Where can I get young, so they grow up together??
