I've glued mylar gift wrap over craft foam (white) and
then textured it with a knurled tool to give it a
fishscale appearance.  The glue used was water based
contact cement.  You can color the foam first with
permanent markers down the back before gluing on the
film (wqhich I do, before cutting the material out of
a larger piece of foam.)
