An Olfa cutter (and there are other brands such as Fiskars) is a handle with a round, sharp wheel on one end. It is used for cutting fabrics by pushing it against a special cutting pad which helps to keep the blade sharp. You can find it at any sewing or fabric, even in crafts and Wal Mart stores.
