Henk, in looking at the big picture, you are completely right.  Dry surface-film parachute flies, with the hook dangling below the surface, are proven killers.  Many other effective fly designs also break the 'rule' stated in the QFTD.
 
That being said, I've been in fishing circumstances ( I can think of at least a dozen) where the trout were so finicky for high-floating flies, that I had to change the fly after every fish to get a dry-enough fly.  If I cast too low and the fly tapped the surface or made a ripple, they would ignore it.  If I cast about a foot or two over the surface and let the fly lightly touch down over the same fish, it would come out of the water going after it.  I must have caught 20 fish this way one day on the Swan River in Montana, fish which would take no other fly.  Another day, and it may not have mattered.
 
But right now, parachute adams flies, size 20, are the killer dry flies on the N. Platte in the evenings and during rises.
