That is the same tool as the Knit Fixer I mentioned. They are used to pull threads back through knitted sweaters. Some call them Knit Pickers. It is the same tool I use to weave my Knitpickin Mayfly.

I tie pheasant tail legs on some of my buzzer dries and just use my fingers to
do the knots,I tried a tool for making the knots but gave up with it.
