I re-sharpen mine and re-use them until the hinges get too loose to hold the jaws together.
Have you tried using a hammer and punch to tighten the "hinge" (pin)? Put the pin on a steel plate, put the punch on the other side and tap it with the hammer.
I've saved several pair of scissors that way.
