So if they are split but not really damaged per se , I should steam them and
hang them to dry? Should I try to join the split with my fingers??

Steaming works really well  even on pretty mussed up feathers.  The only
ones that seem to resist are where there is a sharp bend that breaks the
back of the fiber.
