I don't know what article you're talking about, but my "Rule of Thumb" is to use a wire that is no bigger than the wire from which the hook is drawn, and, if possible, one size smaller.
 
This is also my ROT for lead substitute wire to weight a fly.

For sizes 14 and bigger I'd choose med., for sizes 16 and 18 I'd take br, and sm for anything smaller.
Med, br and sm are the Ultra Wire codes.
